The strategic partnership between the Kingdom and the State of Qatar reaches a new decisive milestone in the field of intelligence and security cooperation. The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, received Qatar’s Head of State Security, Khalfan bin Ali bin Khalfan Al-Bati Al-Kaabi, on Tuesday, 3 November 2026, at DGSN headquarters in Rabat. This high-level meeting officialised a major expansion of bilateral cooperation protocols to address emerging transnational threats. Both delegations agreed to extend joint action to the fight against cybercrime and complex financial offenses, thereby consolidating a fraternal security axis that constitutes an essential pillar of regional stability.
Operational synergy against terrorism and financial crime
The excellence of relations between the two services was already founded on fluid cooperation in intelligence and counter-terrorism. Henceforth, this partnership expands through the implementation of shared training programmes and expertise exchange sessions targeting organized crime in all its forms. Integrating digital fields and cybersecurity into these agreements will elevate the skills of security personnel and anticipate modern technological threats. This bilateral approach highlights the proactive strategy of the DGSN-DGST pole, which relies on the continuous modernization of its operational tools and solid international alliances to guarantee territorial security.
Strategic expertise sharing ahead of the 2030 World Cup
Building on its successful experience hosting the 2022 World Cup, Qatar expressed its firm commitment to placing its know-how at the disposal of Moroccan services for the preparation of the 2030 World Cup. This joint support will focus on fan flow management, sports venue security, and the optimization of control frameworks. Internationally recognized for its rigor and operational efficiency, the Moroccan security model once again asserts itself as a benchmark global partner. This strategic sharing of expertise reinforces the Kingdom’s standing as a trusted host capable of guaranteeing the overall security of international-scale sporting events.
