The Government Council meeting in Rabat approved a series of strategic nominations pursuant to Article 92 of the Constitution.
The modernization of public institutions and the strengthening of national governance capacities rely on appointing highly qualified executives to positions of responsibility. During the Government Council meeting held this Thursday in Rabat under the leadership of the Executive, several senior administrative appointments were validated in accordance with the provisions of Article 92 of the Constitution. Within the Ministry of Justice, Fatima Zahra Chaaba takes over as Director of the National Institute of Court Clerks and Legal Professions. At the General Secretariat of the Government, legislative oversight is strengthened with the appointments of Toufik Mediani as Director of Legislation on Governance, Rights, Liberties, and Special Legislation, as well as Mohamed El Yadini as Director of Legislation on Infrastructure, Productive Sectors, and Sustainable Development. Concurrently, economic evaluation and planning advance with the appointment of Yassine Ahmimi as Director of Statistics, Studies, Forecasting, and Evaluation within the Ministry of Industry and Commerce.
Cultural, customs, and civil aviation restructuring
The effort to renew management expertise also extends across the Culture, Transport, and Finance departments to support sectoral projects. At the Ministry of Culture, high-level artistic training is entrusted to Hafida Khouyi, appointed head of the Higher National Institute of Music and Choreographic Arts, while Mohamed Chakkal takes charge of the Directorate of Youth. Regarding transport and economic security, Safaa Raddaf is promoted to Director of Civil Aviation to support the expansion of air traffic flows, while Chafik Essalouh is appointed Director of Customs Control and Investigations to optimize the regulation of international trade flows and ensure the protection of the domestic market.
Territorial development and urban agency management
Land governance and urban planning constitute a central lever for implementing the Kingdom’s major territorial development projects. To this end, the Government Council proceeded with the appointment of El Houcine Haida as head of the Skhirat-Témara Urban Agency and Hicham El Khorassani as Director of the Rabat-Salé Urban Agency. Furthermore, Saïd Koubra was reappointed to his position as Director of the Errachidia-Midelt Urban Agency. Maintaining and assigning these officials to head regional agencies aims to accelerate the issuance of planning permits, streamline land use, and facilitate the establishment of industrial and tourism units, directly supporting job creation and balanced regional development.
